1. JOB PURPOSE
The FIDIC Engineer is responsible for administering, managing, and overseeing construction contracts based on FIDIC conditions, ensuring full compliance with contractual obligations, technical specifications, project timelines, and quality standards. The role supports the project team by providing expert guidance on contractual matters, supervising site activities, coordinating with consultants/contractors, and ensuring the smooth delivery of design and construction projects.
2. JOB ACCOUNTABILITIES LINKED TO OBJECTIVES
The following detailed tasks, duties and responsibilities although expected to be implemented and managed by the FIDIC Engineer, should be coordinated with the company's line management and regional management.
Contract Administration & Compliance
- Administer and interpret FIDIC-based contracts (Red/Yellow/Silver Books as applicable).
- Ensure all parties adhere to contractual obligations, including scope, cost, time, and quality requirements.
- Prepare, review, and issue contractual communications such as notices, instructions, clarifications, and determinations.
Project Control & Progress Monitoring
- Monitor project progress against approved schedules, milestones, and deliverables.
- Review and validate contractor submissions including shop drawings, material approvals, method statements, and progress reports.
- Conduct site inspections to ensure compliance with design, specifications, and safety standards.
Claims & Variations Management
- Evaluate claims, variation orders, extension of time (EOT) requests, and recommend fair and contractually compliant resolutions.
- Prepare Engineer’s Determinations in accordance with FIDIC requirements.
- Collaborate with quantity surveyors on cost evaluation of changes, variations, and payment certificates.
Quality & Risk Management
- Monitor and report risks impacting project progress, quality, or cost.
- Ensure quality control and assurance procedures are effectively implemented.
- Identify potential contractual issues early and advise corrective measures.
Stakeholder Coordination
- Liaise with consultants, contractors, clients, and authorities to ensure smooth project execution.
- Lead progress meetings and prepare comprehensive technical and contractual reports.
- Serve as the primary point of communication on contract and technical compliance matters.
Project Close-out
- Oversee testing, commissioning, snagging, and final handover processes.
- Review as-built documents, O&M manuals, warranties, and certificates.
- Ensure proper contract closure in alignment with FIDIC requirements.
3. QUALIFICATION / EXPERIENCE / REQUIREMENTS
- Bachelor’s Degree in Civil Engineering, Architecture, or related field; Master’s degree preferred.
- Professional Certifications such as FIDIC Certified Practitioner, PMP, or equivalent is an advantage.
- Minimum 12 years of experience in contract management and site supervision using FIDIC contract conditions on large-scale construction projects.
- Strong understanding of construction methodologies, project management principles, and contract law.
- Experience working with hospitality, mixed-use, resort, or high-rise projects.
4. COMPETENCIES
- Expert knowledge of FIDIC contract types and clauses.
- Strong understanding of construction processes, design coordination, and quality management.
- Skilled in claims analysis, dispute avoidance, and contract interpretation.
- Proficiency in project control tools (e.g., MS Project, Primavera P6).
- Excellent communication and reporting skills.
- Strong negotiation and conflict resolution abilities.
- Detail-oriented with strong analytical and problem-solving skills.
- Ability to work under pressure and manage multiple priorities.
- High level of professional integrity, fairness, and objectivity.
